Parking & Decal Violations and Fines

Parking in an unauthorized lot, non-designated area or any decal violation shall result in a three-step process: Ticket, Barnacle and Tow. Fire zone violations, obstruction of a driveway or blocking in another vehicle can result in immediate tow.

• Illegally Parked or Decal Violation (first offense) – $35 fine
• Illegally Parked or Decal Violation (second offense) – $50 fine
• Illegally Parked or Decal Violation (third offense) – $100 fine
• Illegally Parked or Decal Violation (fourth offense) – $125 fine and Barnacle Removal Fee $50
• Illegally Parked or Decal Violation (fifth offense) – $150 fine and Barnacle Removal Fee $50
• Illegally Parked or Decal Violation (sixth offense) – $200 fine and Barnacle Removal Fee $50
• Illegally Parked or Decal Violation (seven or more offenses) – Towed at Owners expense

Parking in a Handicap Space – State Imposed Fine
Parking in Unmarked or Unauthorized area – $35, $50, $100, $125/$50, $150/$50, $200/$50, Towed at Owners expense.
Parking in Fire Zone – $35, $50, $100, $125/$50, $150/$50, $200/$50, Towed at Owners expense.
Altered/Forged/Stolen Decal – $50, plus referral to student conduct.
Parking in a reserved space: $35, $50, $100, $125/$50, $150/$50, $200/$50 and possible immediate tow.

Overnight Parking

All vehicles parking overnight on campus are restricted to three lots from Midnight to 6:00 a.m., seven days a week.

Residents who live in the Life Village Retreat must park in the Parking Deck in the spaces marked with yellow lines. Note: Some spaces on the 1^st level are marked “Reserved for LVR Staff.”

Residents who live in The Commons must park in J Lot; overflow will go onto the Huntington Road portion of H Lot. The spaces are marked with orange lines. White-lined spaces are for staff and are not available for student use.

All vehicles parked outside of these areas overnight will handled as outlined above for illegal parking.

Overnight parking for Athletic teams who are traveling will be handled on an individual basis and will use the Student Lot of SHS (D Lot) while traveling with the team.

Moving Violations and Fines

All Life University Campus Safety Department employees are authorized to write and issue tickets for moving violations on University forms (Driving the wrong way in the parking deck, reckless driving, etc.), but only Police Officers can write and issue citations for State of Georgia violations.

University tickets will be paid through the Life University Student Accounting Office or University Accounting Office depending on status with the University.

State of Georgia citations will be processed through the State Court of Cobb County.

Driving on Campus
The speed limit on Barclay Circle is 25 MPH and is strictly enforced. The speed limit on all other roads, driveways and parking lots is 10 MPH and is strictly enforced. Anyone driving on the campus of Life University is required to always have a valid driver’s license and proof of insurance in their possession in accordance with Georgia Law.

Payments

Payment of University issued citations will be processed through EagleNet for students. Unpaid University tickets will result in an Accounting Hold, which will preclude a student from registering, receiving transcripts or graduating until settled on EagleNet. Employee citations will be paid at the Finance Department or deducted from their payroll if not paid by the next pay cycle.

Once a student and/or employee’s vehicle has received three tickets, the vehicle is eligible to be Barnacled for the fourth through sixth violations. Vehicles will be towed at the owner’s expense after seven or more violations. On the first Barnacle application, the owner/driver is restricted to parking in K-Lot for one year. After one year, the owner/driver can apply for a new Green Decal, which will allow them to park in the appropriate lots again as long as they do not get any more tickets during that years’ time. If the owner/driver receives another ticket/barnacle before that year is up, then another year is added to the restriction. If a sixth ticket/barnacle is issued, then the owner/driver is barred from parking on campus. Any tickets issued after this point will result in the vehicle being ticketed and towed at the owner’s expense.

Vehicles are subject to be towed at owner’s expense at any time an officer deems it necessary to maintain the safety or the efficient and effective traffic flow of Life University persons or property. Once the towing service is called, the owner/driver of the vehicle is responsible for all charges related to the towing. Life University or officers of Life University’s Campus Safety Department are not responsible for damages or loss of property because of towing. An incident report is completed on all vehicle tows to document the reasons for tow, condition and location of vehicle.

Students – Payment of Life University issued tickets will be processed through EagleNet. Unpaid tickets will result in an Accounting Hold, which will preclude the student from registering for classes, receiving transcripts or graduating until settled on EagleNet. Once a student’s vehicle has received seven or more tickets, the vehicle will be towed at the owner’s/driver’s expense. Repeat violations may cause the owner/driver to lose his/her driving and parking privileges on the Life University campus.

Employees – Payment of Life University issued tickets will be processed through the Accounting office. Unpaid tickets will result in garnishment of wages via post-tax automatic deduction from bi-weekly paycheck. Once an employee has received seven or more tickets, the vehicle will be towed at the owner’s/driver’s expense. Repeat violations may cause the employee to lose his/her driving privileges on the Life University campus and can affect employment.

Appeals Process – Students, faculty and staff who wish to appeal parking tickets may do so by first talking to the Director of Campus Safety. If they are unavailable, a Parking Appeal Form will be provided to which they will respond via email as soon as possible. If you want to appeal the Director of Campus Safety’s decision, you can do so by obtaining and submitting a Parking Appeals Form at the Student Advocacy Center Desk. Appeal forms will be forwarded to the Parking Appeals Committee, which consists of a faculty member, staff member and student member who will evaluate the appeal and make a recommendation to the Vice President of Student Affairs for a final decision. The Decision of the Vice President of Student Affairs is final, non-appealable and will be emailed to all parties involved.

The Procedures for Institutional Sanctions

The rules and procedures for all offenses and disciplinary proceedings are defined in the Life University Honor Code, Student Standards of Conduct, Employee Policies and the Student/Employee Handbooks. It is important to note that both the victim and the accused are afforded certain rights. In cases of domestic violence and sexual offenses, Life University may make reasonable accommodations regarding class schedules or living arrangements.
